The Punch and Judy opened in January 1930 with an organ and a balcony with luxury armchairs. After closing in 1977, a church tried to purchase the building, but the city cited zoning restrictions. Later that year, the theater was leased for live theater and music events, but the city threatened to cancel a December concert alleging safety violations. The following February, the owners were forced to sign an "anti-smut" agreement. The theater became a popular place for repertory films, but the city continued to hinder it by forbidding midnight shows and prohibiting "ticket lines of more than 50 persons outside the building."
